Number 4: What to Do About Universal Credit?
Assuming UC still exists by May 2015 then a decision will have to be taken as to whether it should be developed further. Whilst it may be, in principle, a worthwhile idea to pursue, in reality, it has become a costly development, implementation and delivery nightmare.
The SoS will need money for capital investment both to shore up the existing payment systems and to develop new systems to replace them. And the money for those two essential, but unsexy matters, will have to come from somewhere. Best surely, to bite the bullet on day one, take the flak from the usual quarters and begin capital investments that should, on a day to day basis, make life a little easier for those on social security?
